The Oxford Olympics Study (2016) discovered the average expenditure by a hosting country on the Winter Olympic games is $8.9 billion. The Study covered a 10-year period. Summer games tend to ring up even higher costs for the hosting country than winter games. The Winter Olympics that currently tops the list of most expensive Olympic Winter games is Sochi, Russia (2014.) The budget allocated was $12 billion by the Russian government. The final cost was actually $22 billion. Much of the high overrun cost came from the drastic measures taken to make certain the snow cover was sufficient.
